It's also known that being exclusive does not give you favorable placement in search.
I disagree.

When I asked, that was their answer. It was a brew of angry people in forums when they found out. It's possible they have changed since that time (a few years ago), but if they did they are very quiet about it.  If they wanted to attract more exclusives they would make it a point to publicize.
In this case, I at least meant the presence of the "Exclusive Content" section in the search filters. This alone is a favorable placement in search.

Interestingly the current total number of clips at P5 is approx 44.6 mil

Of that 44.6 mil only 4.2 mil are Exclusive as shown by the "All Exclusive" search filter.

Less than 10% Exclusive. 

That appears to indicate most contributors consider being non-Exclusive and submitting to more platforms than P5 is a better deal even with lower commission rates and increased effort required to submit content to multiple sites.

It's seems obvious given the not-so-good Exclusive participation that P5 is doing little to promote it - even the 60% commission isn't much incentive.

It seems that the author can have 2 accounts on pond. Or am I wrong. Those who have an exclusive account probably upload only unique videos there. And if you upload a unique video to pond, which is not on other sites for others, this obviously brings income. Pond is currently in decline, after its acquisition by shutterstock. Probably this affected exclusive authors too.
But here, even on the forum, we see exclusive authors who are happy with sales on the pond. Perhaps these authors shoot high-quality videos, and buyers are ready to pay big money for such videos.

The two account approach with one just for exclusive content is a very good solution IMO.

If p5 just did more active promotion of their exclusive content they could draw in a lot more exclusive files.

I went exclusve with P5 3 months ago. Not had a single sale since... :(
