It depends on whether the photographer is "exclusive", meaning they don't (or may not - some do) have their work on other sites and then iStock puts pictures from the so-called "exclusives" into differently priced collections, depending on how good they feel the work is.

It's all rather complicated. All non-exclusive work, regardless of quality, goes into the low-cost collection, and so does the less highly thought of exclusive work.
